DMW, Social Partners Push for Gender-Responsive Approach in Empowering OFW Women
The Department of Migrant Workers (DMW), along with key social partners, is advocating for a gender-responsive approach in empowering overseas Filipino workers (OFWs), particularly by promoting equitable opportunities for women and eliminating gender biases and discrimination.
During the Women OFW Conference with the theme “Equality. Rights. Empowerment,” held on March 26, 2025, at the DMW office in Makati City, the DMW called for a mobilization of stronger support systems for the upskilling and empowerment of women migrants. While women OFWs excel in various fields, they often face undervaluation in economic systems.
“Let us continue to build on the foundation of women’s empowerment, independence, confidence, and hope, such values that define every Filipina’s strength and contribution to society” said DMW Undersecretary Dominique Rubia-Tutay.
The DMW and its partners, the Overseas Workers Welfare Administration (OWWA), Technical Education and Skills Development Authority (TESDA), Commission on Filipinos Overseas (CFO), Civil Service Commission (CSC), Commission on Human Rights (CHR), LandBank, United Nations Philippines, International Organization for Migration (IOM), and the Blas Ople Center made this call during this one-conference, which was a part of the National Women’s Month celebration.
The initiative aligns with President Ferdinand Marcos Jr.’s advocacy for recognizing the increasing role of women in nation-building and ensuring they have greater opportunities, confidence, and representation in society.
A key focus of the conference was the need for continuous upskilling to create better employment opportunities for women OFWs, both locally and abroad. Discussions also emphasized the importance of educational programs and training to support their reintegration upon returning home.
Government agencies and social partners also underscored the need for stronger legal protections, financial assistance, and welfare programs for women OFWs. These include the Magna Carta of Women (RA 9710), which protects women against gender-based violence, ensures mental health support, and promotes workplace equality.
